Publication Ethics Statement for Indonesian Basic and Experimental Health Sciences (IBEHS)
A. Introduction
Indonesian Basic and Experimental Health Sciences (IBEHS) is a peer-reviewed scientific journal managed by Dr. Moewardi General Hospital (RSUD Dr. Moewardi), publishing original articles in the field of basic and experimental health sciences. This journal is committed to upholding the highest standards of publication ethics throughout the entire publication process, from submission to final publication. This statement outlines the ethical responsibilities of all parties involved: **Authors**, **Editors**, **Reviewers**, and the **Publisher**. It is based on the guidelines and best practices recommended by the Committee on Publication Ethics (COPE).
B. Duties of Editors
- Fairness and Impartiality: Editors evaluate manuscripts solely on the basis of their academic and scientific merit, without regard to the authors' race, gender, sexual orientation, religious beliefs, ethnic origin, nationality, or political philosophy.
- Confidentiality: Editors and editorial staff must maintain strict confidentiality regarding submitted manuscripts. They must not disclose any information about a manuscript to anyone other than the corresponding author, reviewers, potential reviewers, and other editorial advisers as appropriate.
- Conflict of Interest:
- Unpublished materials disclosed in a submitted manuscript must not be used in an editor's own research without the express written consent of the author.
- Editors should recuse themselves from handling manuscripts in which they have conflicts of interest resulting from competitive, collaborative, or other relationships/connections with any of the authors or institutions connected to the papers.
- Publication Decisions: The editors are responsible for deciding which manuscripts submitted to the journal should be published. They will be guided by the policies of the journal's editorial board and constrained by legal requirements regarding libel, copyright infringement, and plagiarism. The decision to accept or reject a paper is based on its importance, originality, clarity, and the study's validity, supported by the results of the peer-review process.
C. Duties of Reviewers
- Contribution to Editorial Decisions: Peer review assists the editor in making editorial decisions and, through editorial communications with the author, may also assist the author in improving the manuscript.
- Promptness: Any selected referee who feels unqualified to review the research reported in a manuscript or knows that its prompt review will be impossible should immediately notify the editor and excuse themselves from the review process.
- Objectivity and Standards: Reviews should be conducted objectively. Personal criticism of the author is inappropriate. Referees should express their views clearly with supporting arguments.
- Confidentiality: Any manuscripts received for review must be treated as confidential documents. They must not be shown to or discussed with others except as authorized by the editor.
- Conflict of Interest: Reviewers should not consider manuscripts in which they have conflicts of interest resulting from competitive, collaborative, or other relationships or connections with any of the authors, companies, or institutions connected to the papers. Privileged information or ideas obtained through peer review must be kept confidential and not used for personal advantage.
D. Duties of Authors
- Reporting Standards: Authors of original research should present an accurate account of the work performed and an objective discussion of its significance. Underlying data should be represented accurately in the paper. A paper should contain sufficient detail and references to permit others to replicate the work. Fraudulent or knowingly inaccurate statements constitute unethical behavior and are unacceptable.
- Originality and Plagiarism:

- Authors must ensure that they have written entirely original works.
- If the authors have used the work and/or words of others, this must be appropriately cited or quoted.
- Plagiarism in all its forms constitutes unethical publishing behavior and is unacceptable.
- Multiple, Redundant, or Concurrent Publication: An author should not generally publish manuscripts describing essentially the same research in more than one journal. Submitting the same manuscript to more than one journal concurrently constitutes unethical publishing behavior.
- Acknowledgment of Sources: Proper acknowledgment of the work of others must always be given. Authors should cite publications that have been influential in determining the nature of the reported work.
- Authorship:

- Authorship should be limited to those who have made a significant contribution to the conception, design, execution, or interpretation of the reported study.
- All those who have made significant contributions should be listed as co-authors.
- The corresponding author ensures that all contributing co-authors have seen and approved the final version of the paper and have agreed to its submission for publication.
- Disclosure and Conflicts of Interest: All authors should disclose in their manuscript any financial or other substantive conflicts of interest that might be construed to influence the results or interpretation of their manuscript.
- Fundamental Errors in Published Works: When an author discovers a significant error or inaccuracy in their own published work, it is the author’s obligation to promptly notify the journal editor or publisher and cooperate with the editor to retract or correct the paper.
E. Duties of the Publisher (RSUD Dr. Moewardi)
- Moewardi General Hospital, as the publisher of IBEHS, is committed to ensuring the ethicality and integrity of the publication process.
- The publisher will ensure that the editorial board can operate independently and without influence from commercial or other interests.
- The publisher is committed to maintaining confidentiality during the editorial process and will securely maintain editorial records.
- The publisher is prepared to publish corrections, clarifications, retractions, and apologies when needed, following the editor's recommendations and COPE guidelines.
F. Handling of Unethical Behavior
IBEHS will follow COPE flowcharts in dealing with cases of suspected unethical behavior. If an ethical violation is identified in a submitted or published manuscript, the editors will initiate an investigation. This may include contacting the authors' institutions. Measures to be taken may include, but are not limited to, a publication of an erratum, clarification, or retraction of the manuscript, and a prohibition against future submissions by the authors involved.
